Yes. Some loss is possible because JPG uses lossy compression. A good conversion can keep the change visually small, but re-encoding still discards image information. Keep the original HEIF if you may need to edit again or preserve the highest-quality master.
02Why is the JPG larger than my HEIF?
That can happen because HEIF uses newer, efficient image compression, while JPG is an older compatibility format. Converting does not guarantee a smaller file. The main reason to choose JPG is broader software and upload compatibility, not guaranteed size reduction.
